Here in Southeastern New York, we have NY 213 (Ulster Co), which takes
many turns to get nowhere, a convoluted route indeed. NY 114 (Suffolk
Co) also has many turns in its short duration, though in the big
picture its a relatively straight shoot--with two ferries!
I think the term "touring route" explains some New York routes. No one would take NY 28 to get from Warrensburg to Kingston but if you wanted to take a nice tour of the Adirondacks and Catskills with a stop in Cooperstown it fits the bill perfectly.
