If AZ 153 Never Gets Completed, Who Would Miss It?

Answer: Likely no one.

Phoenix has asked that money towards completing AZ-153 next year should
be diverted into improving AZ-143. There is no money set aside in the
20-year plan for either 143 and 153, even though the 143 does serve a
legitimate I-10 bypass by connecting I-10 to the 202.

I'll bet you $100 that if AZ 153 is never completed, a ramp will be
constructed so that traffic on I-10 could still access AZ 153 as a part
of the massive $500+ million dollar I-10 collector/distributor project
that will start in 3 years or so.
