I use PSP...instead of a direct save, I use the Save As feature, then
select "options" and "run optimizer" making sure that, in the case of
GIF, it's highlighted as 89a (87 will not work). PSP works best with
GIF; PNG still keeps the background.

When using the above procedure, the program will try to get you to save
the file again...DON'T...it will revert to having a black background.

My version of PSP is a 60-day trial version that came with one of those
Dummies books; sometime by early November I plan to try out the GIMP.
