It starts to smack of conspiracy theory but I heard a report on the radio yesterday that in the mid '80's, when the price of oil reached $20 a barrel and the world started looking to get away from Middle East oil the Saudis collapsed the price of oil to take away the incentive to develop other sources and fuels. The report said that it was partially responsible for the collapse of the Soviet economy and, as a result, the entire Soviet Union. It was also responsible for killing the planning put together by several US oil companies to develop synthetic fuels.
I haven't tried to verify the validity of any of it.
