The easy way would be to take the old route all the way up. Take GA 13
up to Gainesville then follow GA 369 to the end. From there, the road
becomes county maintained "Old Cornelia Highway", which is Old US 23/GA
13. In Baldwin, continue north on U.S. 441 Business, which is the same
road continuing straight. Follow the business route to the end and
then follow "Historic Old 441" up to the end. There it joins back into
U.S. 441 well north of I-985. Take a left and you're about a mile from
Tallulah Falls.
