I do not see how this can be pulled off without a Breezewood-style
setup like US 63 at I-70 in Columbia.
I think it could be pulled of with a design somewhat similar to the
I-380/IA 100 interchange north of Cedar Rapids:

MoDOT could also shift mainline I-35 to the west make room for a
cloverleaf; the Griffin Road interchange could get dropped or somehow
done using braided ramps and taken out some of the nearby parking
spaces (probably very expensive though).
