.... no no you got it wrong... it's not accessing YOUR property... it
accessing the public road system FROM your property....
... even if that were not true... if you lived in a gated community with
an HOA... with dues... and you did not pay those dues... your property
can have lien placed on it ..
... also.. if you don't pay your electric or water/sewer.. they can be
disconnected .. and your house can be then condemned for habitation...
.... part of the motivation for the "idea" is the realization that the
gas tax does not generate enough revenues to pay for (what most folks
think) is needed.
... electronic tolling... is one way to deal with the revenue need.. and
it is (in my mind) an even better direct user fee... that the gasoline
tax because it offers the opportunity to charge folks for what they
actually use... AND offers them the opportunity (just as with
water,sewer,electricity) to decide how much they actually do
need.....AND ... folks essentially VOTE for the roads that they use....
I don't see electronic tolling going away... I think the chances are
excellent that it will slowly make it's way as an addition to the gas
tax....
... and it will be used in myriad ways that we cannot predict right
now.. not withstanding my "hairbrained" scheme....
Unlike Conklin.. I see this as a good thing... because
1. folks will pay a more fair share and
2. people will have choices - driven by economic considerations
3. unlike the gas tax... "adjusting" the price will be just as easy as
adjusting
the price of gasoline...

The way the toll idea would work.. would be to offer each buyer a
choice - a set monthly/annual fee that would include 10 trips per day.

Uhhh, no, you have the right to access to your property, and not to
have to pay to get to it based on the # of trips. Could you remain on
your property and never take a trip, Larry? For that matter, are
delivery vehicles, state vehicles (post office, fire/police/EMS) also
subject to the toll? After all, they also generate trips to your
property in addition to the owner.
This is a concept so alien to the nation's property rights I do not
see it ever being implemented.
I have no clue if such a thing would ever be implemented.. and I kinda
suspect you have a dim view of it...

but... with computers, networks,
and transponders/electronic tolling all kinds of different ideas
"could" be implemented... as a well to catch up on transportation
funding revenues... AND to encourage individuals to be more accountable
for their use of the transportation system.. just as folks are
"encouraged" not to use too much electricity, water, sewer, cell
minutes, etc.... same basic concept.
You can go "off the grid" and generate your own electricity. You can
have your own well or septic system if you like. What you cannot do
without is access to your own property. You have that right and if
someone says "pay or you can't use this road", then you no longer have
that right.
What part of that concept do you not understand, Larry?
