As someone pointed out in the comments section, that's about 1/400
citizens in Tucson who have outstanding warrants (!!!) for DUI.
The article laments that only 5 people have taken advantage of the
offer, and notes that Tucson police will start to come after the other
2,271 once the amnesty is finished. Apparently, people have the common
sense to know that the police will never, ever pick up anywhere even
remotely near the 2,271 people with warrants. Maybe that's why only 5
people were stupid enough to take this offer?

In the two weeks since the city declared an amnesty for people with
outstanding DUI warrants, just five drivers have taken advantage of the
one-time offer to get out of jail free, so to speak.
The 2,276 others with outstanding warrants have just over two weeks to
do the same. Otherwise, Tucson police will come looking for them.
Tucson City Court is offering a deal for the rest of the month for
those who show up in court and turn themselves in. They won't be
arrested, they won't have to post bond and their criminal charges for
failing to appear in court on their DUI warrants will be dropped, said
Christopher Hale, deputy court administrator.
They will, however, still have to resolve the original driving-
under-the-influence charge that got them busted in the first place.
Once the July 31 deadline passes, the Tucson Police Department will
begin contacting people with outstanding DUI warrants to let them know
they need to address their charges.
Once police finish that stage of the program, they will begin an
"increased emphasis" on finding and arresting those people.
"All their rights are still in place," Hale said of those who show up
in court to surrender. "The only thing we're tying to do is get them to
face their responsibility, step forward and get it taken care of."
This new DUI-warrant program started with a grant for the Pass the
Keys/Pasa las Llaves program from the Governor's Office of Highway
Safety, funded by the National Highway Traffic Safety Administration.
The city of Mesa tried a similar program, and if it also proves
successful in Tucson, other jurisdictions may try it, Hale said.
While the response hasn't been overwhelming, "If you can get anyone to
come in and take care of their warrants, it's a success in my mind,"
Hale said.

Police in some areas have uses clever ruses to round up people. In DC
they sent invitations to a Redskins game. People were told to meet in a
public auditorium and to bring picture ID.They were then arrested.
Always easier to have them come to you in a large group.
Hah! Reminds me of a trick Charlottesville PD (Virginia) used to get
some students for drug charges. Since C-ville is home to UVA and part
of the UVA culture is secret societies, these students were mailed a
secret invitation to meet on the steps of the rotunda to be inducted
into the top secret "Zeta Tau Society". They were then led into a van,
and the ceremony went something like this, "Welcome to the Zeta Tau
Society induction. Zeta Tau stands for Zero Tollerance, and y'all are
under arrest"
