with the ultra-low-sulphur diesel standards (ULSD)
http://en.wikipedia.org/wiki/Ultra-low_sulfur_diesel coming, the
diesel engine will do a big comeback in North America to a new level
of popularity never reached before, however Volkswagen had to skip a
model year to see Rabbit/Jetta with common-rail diesel (they replaced
the TDi engines for the 2008 model year) and biodiesel will give a
good hand to diesel, the recent victory of Audi in the 24 Hours of
LeMans with a diesel engine will also help for diesel popularity.
Then also, there others biofuels like ethanol (sometimes called in
France as "bioethanol"), various ethanol blends like E85, butanol
(also called "biobutanol") gains in popularity as well. Larry Gross
mentionned last February a good topic about cellulostic ethanol

California's Air Resources Board would never approve it.
Sure they will, with the right exhaust emission treatment systems to reduce
particulates and NOx.
Something like 1/2 of the new car sales in Europe are diesel-powered, and
they have California-style emission regulations. The low sulfur fuels make
it possible.
