In fact, I have to wonder....are there any interstate-standard
interstates in NYC?

Let's run through the list:
I-78 and I-478: Tunnels, not enough shoulders.

Not really needed inside an underwater tunnel (think Ted Williams
Tunnel proper vs. the approaches)

The 1991 Interstate standard requires 27 feet of roadway
in tunnels, or a combined shoulder width of three feet.

And that assumes 12 foot lanes. I think the Holland Tunnel has a 22
foot roadway...11 foot lanes, no shoulders.

The required lane width for an interstate is 12'.

That aint nothin compared to what the Williamsburg Bridge inner
roadways would be like if that were I-78. When I drive over that in an
SUV, I straddle the lane line....otherwise I'd be scraping the wall on
one side and still be hanging into the other lane. If those lanes are
more than 10 feet wide, I'd be surprised.

Bridges used to have a minimum width of 4' plus the lanes for the
interstate, but that was dropped a long time ago. The current
requirement is to carry the paved shoulder width across the bridge,
plus the lanes, at a minimum.
