It was in the response section of comment 117, implying that the
response was made by the representatives of MDOT and VDOT that
collected and analyzed the public comments that were eventually
published.

Then that remark is MDOT SHA saying that they are continuing studies of
extending I-95 to the University of Maryland.
That must be the University of Maryland Connector Road referenced here
