So in the case of I-24 "westbound", most (US 45 might be the exception)
interchange control city signs do indeed say "NORTH Interstate 57".
Nonetheless, I think the major control city is actually St. Louis. One thing
that supports that is that where I-24 meets I-57 a large overhead sign says
something like "To St. Louis USE I-57 NORTH".

I personally don't care for the two tier system, but many people like it.

MODOT seems to use this system also, as the control city for SB I-55 at
US 50-67-67 and the I-270/255 interchange is Memphis, but a few miles
south the control city changes to Cape Girardeau. It seems to be even
worse for NB I-55, as Perryville is used on entrance signs for a
interchanges near Cape.

There are some places MODOT even seems to use a third tier of control
cities in lowly populated areas. IIRC, some of the signs for NB I-55
use "Rte 32" and some for SB I-55 use Brewer in Northern Perry/Southern
Ste. Gen counties.
