Tags issued through New Jersey seem to be flexible also. I have a NJ
EZPass tag (I registered with NJ, despite being a PA resident, because
of the lower replenishment and minimum balance requirements), which
I've used in numerous rental cars over the past several years, in
addition to the vehicle to which it is registered. In addition to all
the EZPass-participating states from Maine through Maryland, I've also
used it on Masspike Fastlane and on VDOT's Smart Tag systems, and have
never had any problems.
My car has broken down and been carted off for scrap in 2003, and I
never got a new car, so I never replaced the license plate data for
Smart Tag. I probably should have sent the tag back, but with the
promise of integration of the system with E-ZPass, which would be
useful for when travelling to Detroit via the Pennsylvania Turnpike, I
kept it. I never had to register the cars I rented, or the Flexcars and
Zipcars I sometimes use for local driving with VDOT. Though part of the
reason may be that VDOT's Smart Tag doesn't really have a automatic
account management system set up yet. (You'd have to send a email to
VDOT about any license plate change, so it'd probably take longer for
that to register than actually reserving the car-share vehicle from
Zipcar and Flexcar.) VDOT has plans on improving its account management
systems to be more like the other E-ZPass agencies, but that's at least
a year away,
