'Officials on Wednesday unveiled details for widening Interstate 40
downtown, which is expected to be the most expensive road project in the
history of the state.'
'And the project, which should exceed the $85 million contract already
under way as the first part of the widening effort, also provides for a
record-setting incentive for staying on schedule.'
'"We want the job finished by June 30, 2009," said Pete Falkenberg,
assistant director of construction for the Tennessee Department of
Transportation. "On that date, and (if) everything is in compliance and
conformity, the department will pay the contractor $7 million."'
'That exceeds the $6 million incentive offered to Ray Bell Construction
Co. Inc., if it can complete the Hall of Fame Drive extension and
reconfiguration of James White Parkway by Sept. 30, 2007. That project
has been under way since the spring of 2005.'
'More than 50 building contractors gathered at the TDOT headquarters off
Strawberry Plains Pike to review the construction project outlined by
engineers and planners.'
'Falkenberg said TDOT will accept bids on the project March 17. He said
TDOT hopes to award the contract two weeks afterward, allowing the
selected company to get a jump start on a project that includes 11
bridges, 15 retaining walls, nearly 1.5 miles of noise barriers, more
than 400 light poles and in excess of 150,000 feet of electrical
wiring.'
'As of Wednesday, Falkenberg said, four companies had met TDOT's
criteria to bid for the project. Those qualifications included having
worked a $40 million transportation project within the past five years.'
Qualified contractors included:
# APAC - Southeast, Inc., of Atlanta;
# BB SmartFix Constructors, LLC, of Knoxville;
# Dement Construction Co., LLC, of Jackson, Tenn.; and
# Gilbert Southern Corp., of Peachtree City, Ga.
'TDOT announced Wednesday it has divided the widening project into four
phases. The first three phases involve preparing sites for
construction, upgrading or relocating city streets near I-40 and
drilling some of the 110 shafts 40 to 68 feet deep for bridge columns.'
'The fourth phase includes closing I-40 between Broadway and the point
where it passes over Central Avenue for 14 months beginning May 1,
2008. Traffic will be detoured to Interstate 640 during that time.'
'But just as the project has a hefty incentive, it also is accompanied
by some strict penalties, Falkenberg noted. For each day the project
runs past June 30, 2009, the contractor faces a $25,000 fine.'
