OT: Dealing with a Cyber Stalker

This is very OT and I apologize in advance, but I need help with a "cyber
stalker". I know who it is, but can't PROVE it. I had run-ins with this
individual a couple years back on an e-group I was on. She always was a
little flaky, but we generally ignored it. THEN she started insulting
people... comparing our "private parts" to those of an insect, etc. So, we
kicked her off the list.
Ever since then, we've incercepted messages from other lists claiming she is
seeking revenge for oppressing her "freedom of speech". Since then, we've
received magazine subscriptions we never ordered and other garbage. She also
enjoys making fraudulent harrassment claims to our e-mail providers and
having our accounts shut down. We ask why our accounts are disabled and
we're told it's because someone complained about us, but they refuse to say
who without a court subpoena. If we open up a new e-mail account, she
somehow traces it back to us and has it shut down as well.
Now she has upped the ante and is forging our e-mail addresses to bid on
e-bay. Then we receive notices from e-bay saying we've been reported as
non-paying bidders.
She will admit on various lists that she is "doing something", but will
never say what it is... simply "let's sit back and watch them squirm".
We have tried contacting this person directly, but that only serves to
increase the barrage of BS that comes our way... as if she interprets this
as an excuse to attack us again.
We have been in touch with various lawyers who say they'll pursue this
matter * if* we'll pay a retainer of $5000 or more. The retainer is in case
this individual "ups the ante" again.
Our only "crime" has been to ask this person to stop insulting people. We
have tried time and again to make peace, only to be throttled by the olive
branch.
What can we do? CAN we do anything besides constantly trying to repair the
damage after it's been done?
