That's baloney any way you slice it.
Just look at the toll-free I-94 through Chicago and N.W. Indiana that
parallels the Indiana Toll Road and the Tri-State Tollway.

It's funding package was formulated several years before that, as toll
revenue bonds, since it was then unknown when or whether the federal-aid
funding of the Interstate system would occur.
