Our Traffic Control Unit recommends a construction zone speed no lower than 10mph below the posted speed. Sometimes that isn't possible but that's what we try and provide on any traffic shifts or detours (Roadway Design provides the alignment for any temporary relocation of the roadway).
At a construction zone on a city street near me the speed limit remained at 30 mph but orange top speed limit signs and fines doubled signs were put up. Half the street was dug up the other half was made one way and the cross streets were blocked on one side. Traffic actually moved faster than normal. The crosswalks were left open. It was a bit dangerous for a pedestrian stepping out from between the Jersey Barriers.
