Most other states reduce it by xx mph or just one uniform limit regardless of the geometrics. WV posts 55 mph for construction zones on roads with a posted limit of 70 mph, 50 mph for roads with a posted limit of 55 mph, and 40 or 45 for roads that are posted at 55 mph.
I do remember one 65 mph limit construction zone on US 52 near Greensboro, but I had never encountered a 70 mph construction zone.
