Yes, of course. MS already has done so.
The machines most affected by this are mid 90s VCRs. Those made prior
to that time did not auto adjust for DST, because they only "knew" the
day of the week, not the date. Modern VCRs, although that may be a
misnomer as PVRs take over, draw their time off a signal broadcast by
the TV stations.
But mid 90s VCRs you have to hand set the time, including the date, and
then a "yes-no" selection for do you observe DST, and then it is hard
wired to make the appropriate adjustments on the appropriate dates.
The only "fix" is to set the DST to "no" and then hand reset the time
on the new appropriate dates.
