That interchange between I-70 and US-29 was built around 1968. It looks
very obvious that the original design included the ultimate plan to
extend the divided highway further northward.
The 1964 Baltimore Metropolitan Area Transportation Study (BMATS) shows
the Outer Beltway extending northward from that freeway terminus at
Frederick Road.
