US 29 Northern Terminus

Today I reached the northern end of US 29: http://tinyurl.com/auje2 and
was wondering if there are plans to extend it further. Is this where
MdDOT wants to build the inter-county connector? I ask because of the
way it just goes from 4 lane limited access highway to a 2 lane road
just like that...

Also, could this have been the route for the proposed Baltimore Outer
Beltway? If you zoom out it looks kind of like that.
