It is just incredibly stupid that WisDOT didn't plan a combined Fort /
Jefferson bypass to begin with in the 1990's. To have both bypasses on the
west side and then swing over to use two miles of the existing ROW is dumb.
If they would have been combined in the first place they would have saved
probably about a mile of new-terrain ROW and the route would be shorter too.
