As far as this story hitting the wire, someone provided the AP with a
press release with the buzzwords "Sierra Club", "sprawl", and
"overdevelopment" and Voila! instant news.

Nowhere in any of this is it mentioned or implied that the exit won't
open, but there is no doubt that 1010WINS can spin a good story out of
a press release.
