Held up? There's pretty much nothing left to do with it besides open it. If it were a year ago, I could understand why.
To clarify for non-NJians, this is widening an existing ramp to two lanes. The big problem is a weave movement from the surface street to the next street that passes under I-78.
There is another exit ramp from the NJ Tpk into Jersey City on hold because local streets can't handle the traffic from it.
