Technically, the state did create the original preliminary design. In
our design/build program, once the preliminary design is completed, a
hearing is held and the document signed, then the contractor/PEF is
assigned the project. They are responsible for the final design work,
but the 'design' is already roughed in. They are left to get the
hydraulic, any structures, R/W, and final design details done without
waiting for the state to finish the entire plan package.
