An unpaved median area is just that-- an area between the roadways that
is not paved. So yes, a grass strip counts as such. A barrier would
be any physical device (like a guardrail, concrete barrier, or raised
island) that runs between the roadways.
In Texas, the law specifically notes that left-turn lanes do NOT count
as a median. So, even on a seven lane road (with CLTL), all traffic in
both directions has to stop for a school bus.
If the newspaper got the law wrong, you should send an e-mail to the
reporter letting them know, and/or you should write a letter to the
editor. In both cases, be sure to quote the driver's handbook or state
law. Drivers are so uninformed as it is; we can't have the media
making things worse with misinformation.
