Exactly what happened up here: US 71 was supposed to be the new highway with
the old highway becoming AR 471. But the "tourist traps" complained they'd
lose too much business, so "new" 71 became I-540, "old" 71 remained 71
(until you get to Fayetteville) and the "tourist traps" died anyway.
