In practice, there would be no difference between year-round DST and
simply moving every place one time zone to the east.

In theory, however, no matter what standard of time-telling you use, the
75 deg W meridian (around which the Eastern Time Zone is centered) is
still going to be 5 hours behind GMT (360 degrees around Earth / 24
hours in a day = 15 degrees per hour, 15 * 5 = 75), and the "Standard"
time zone for locations between 67.5 deg W and 82.5 deg W would
therefore remain GMT-5:00, not the GMT-4:00 that is Atlantic Standard
Time. (That is, the matching-up between longitudes and time zones
doesn't change just because we use year-round DST; only our observance
of DST would change.)
