Because his city was the only one that called for a mandatory
evacuation, then failed to implement the plan he already had in place.

I'm not blaming the LA governor for not giving up her authority to the
Feds. I congratulate her for standing firm against Bush trying to take

A very good question. Now where do you put it where it will do the
most good?

Yes we do. Do some research on the Posse Comitatis (sp probably) Act
and get back with us on what you found. The military is specifically
prohibited from acting within the US territory unless the civilian
leadership makes certain decisions and announcements.
