No one was going to shoot people looking for food or even clothing.
But, when the looters began raiding hospitals and relief shelters and
shooting at supply trucks, something had to be done to take control of
the situation.
I'm not saying that the "lawlessness in New Orleans" was as great as
portrayed by some media outlets, but that there was enough to cause
some relief agencies to be concerned for their safety, and a greater
official presence in the city was needed. Taking NO police away from
search and rescue operations in the city was probably the wrong step
to take; had National Guardsmen from other states been allowed to come
to the aid of Louisiana when they were requested, perhaps both
missions could have been conducted at the same time.
