First: An explanation for the lack of updates in May, June, and July
2005. During this period, I was recuperating from sinus surgery,
buying a new house, packing, moving, and unpacking. I'm finally
digging out enough so that I can start incorporating the backed-up
updates, so here we go...

Usenet by Jonathan Winkler. Added a new recommended book.

County Metropolitan Transportation Authority (LACMTA) is
requesting $21,979,000 in previously approved AB 3090
Replacement project funding (PPNOs 3554, 3702 and 3705) in FY
2008-09 be designated for Construction on the Route 5 Widening
project (PPNO 2808). In addition, a total of $2,000,000 in RIP
Construction funds are reprogrammed from the Route 5/Route 14
High Occupancy Vehicle (HOV) Connector project (PPNO 0168M) to
Construction of the Route 5 Widening project (PPNO 2808) in FY
2008-09. LACMTA is programming a total of $2,000,000 in local
funds on the Route 5/Route 14 High Occupancy Vehicle (HOV)

* March 2005 2.1c.(1). Traffic Congestion Relief (TCR) Application
Approval. Project #63 -- $21,000,000 for Phase 4, for Route
60; add seven miles of HOV lanes west of Riverside, Route 15 to
Valley Way in Riverside County.

Project #50 -- Route 71: complete three miles of sixlane

Project #15 -- Route 24: Caldecott Tunnel; add fourth bore
tunnel with additional lanes in Alameda and Contra Costa

$700,000 in TCR funds for Phase 1 -- Environmental and Permits.
Project #44 -- Route 47 (Terminal Island Freeway); construct
interchange at Ocean Boulevard Overpass in the City of Long
Beach in Los Angeles County. The Port of Long Beach requests an
amendment to update the project schedule and funding plan

Project #58 -- Route 10; widen freeway to eight-lanes through

San Bernardino Associated Governments requests an amendment to
update the project schedule and funding plan previously approved
under Resolution TAA-02-09.
Project #70.2 -- Route 22; add HOV lanes on Garden Grove
Freeway, Route I-405 to Route 55 in Orange County. The
Department and Orange County Transportation Authority request an
amendment to update the project schedule and funding plan
previously approved under Resolution TAA-03-07.

Route 50 in Sacramento County -- Add High Occupancy Vehicle

Consideration of Funding. Route 5 in Tehama County -- Truck
climbing lane near Red Bluff (ND).
* March 2005 2.3c. Relinquishment Resolutions:
7-LA-105-PM R14.7/R15.2 Route 105 in the City of Paramount. This
is two segments of right of way in the City of Paramount,
between Ruther Avenue and Grant Avenue, consisting of
reconstructed and relocated city streets and frontage roads. The
City, by freeway agreement dated June 2, 1987, agreed to accept
title upon relinquishment by the State.
3-Sac-275-KP 0.11/1.13 Route 275 in the City of Sacramento. This
resolution relinquishes a portion of Route 275 right of way in
the City of Sacramento, under terms and conditions as stated in
the cooperative agreement dated October 19, 2004, determined to
be in the best interest of the State. [Also in April, but
withdrawn, so this didn't likely happen... and it was back on
the July 2005 agenda.]
* April 2005 2.3c. Relinquishment Resolution:
8-SBd-58-PM 36.1/37.0 & 39.3/39.4 Route 58 in the City of
Barstow. This is right of way in the City of Barstow, between
Irwin Road and State Route 15, consisting of superseded highway
right of way.
* May 2005 2.3c. Relinquishment Resolutions:
4-Ala-112-PM 0.0/0.5 Route 112 in the City of San Leandro. This
is right of way in the City of San Leandro, at Carden Street,
consisting of reconstructed and relocated city streets and
service roads.
5-SB-101-PM R12.8/R14.2 Route 101 in the City of Santa
Barbara. This is right of way in the City of Santa Barbara,
between Lawrence Street to 0.6 mile westerly of State Street,
consisting of reconstructed and relocated city streets, frontage
roads, and cul-de-sacs.
7-Ven-101-PM 12.9 Route 101 in the City of Camarillo. This is
right of way in the City of Camarillo, on Petit Street, 0.1 mile
west of Calleguas Creek, consisting of frontage roads.
11-SD-15-KP 0.8/2.9 Route 15 in the City of San Diego. This is
right of way in the City of San Diego, along 36th Street,
between Imperial Avenue and K Street, consisting of a
reconstructed and relocated city street.
* July 2005 2.3c. Relinquishment Resolutions:
12-Ora-1-PM 0.96/4.63 Route 1 in the City of Dana Point. This is
right of way in the City of Dana Point, from the west edge of
the San Juan Creek Bridge to the northerly City limit near
Eastline Road, under terms and conditions as stated in the
cooperative agreement dated August 3, 2004, determined to be in
the best interest of the State. Authorized by Chapter 757,
Statutes of 2001, which amended Section 301 of the Streets and
Highways Code.
12-Ora-73-PM 4.8/5.6 Route 73 in the City of Newport Beach. This
is right of way in the City of Newport Beach, along Bristol
Street and North Bristol Street, from Jamboree Road to Irwin
Avenue/Campus Drive, consisting of frontage roads. The City, by
cooperative agreement dated May 20, 2004, waived the 90-day
notice requirement and agreed to accept title upon
relinquishment by the State.
12-Ora-73-PM 5.6/5.9 Route 73 in the County of Orange. This is
right of way in the County of Orange, along Bristol Street and
North Bristol Street, consisting of frontage roads.
4-SCl-9-KP 11.3/11.9 Route 9 in the City of Saratoga. This is
right of way in the City of Saratoga, between Saratoga-Los Gatos
Road and 0.13 kilometer west of Sixth Street, consisting of
nonmotorized transportation facilities, namely sidewalks.
7-LA-72-PM 6.8/6.9 & 8.0/8.5 Route 72 in the City of Pico
Rivera. This is a portion of Route 72 right of way in the City
of Pico Rivera, under terms and conditions as stated in the
cooperative agreement dated March 1, 2004, determined to be in
the best interest of the State. Authorized by Chapter 106,
Statutes of 1988, which amended Section 372 of the Streets and
Highways Code.
11-SD-15-PM 3.4/6.0 Route 15 in the City of San Diego. This is
right of way in the City of San Diego, between Dwight Street and
0.05 mile north of Adams Avenue, consisting of superseded
highway right of way, reconstructed and relocated city streets,
frontage roads and cul-de-sacs.
12-Ora-5-PM 38.7/39.5 Route 5 in the City of Anaheim. This is
right of way in the City of Anaheim, between Euclid Way and
Cherry Street, consisting of reconstructed and relocated city
streets, frontage roads and cul-de-sacs.
* March 2005 2.3d. Vacation Resolution.
(also in April 2005) 03-Sac-5 PM 23.5 Route 5 in the City of
Sacramento. This vacates the public?s right to use roadway
connectors in the City of Sacramento, along I-5 between N Street
and Capitol Mall and between Capitol Mall and L Street. The
connectors were constructed around 1964 as part of the I-5
freeway project. At the time, Capitol Mall (formerly LRN 6 which
was signposted as US 40) was the principal route for traffic
traveling between Sacramento and San Francisco resulting in high
volumes of inter-regional and local traffic using the same
corridor. Upon completion of the freeway system in Sacramento,
inter-regional traffic on Capitol Mall was almost completely
eliminated. Traffic operation studies have concluded that these
connectors are no longer necessary. The connectors are currently
maintained by the City of Sacramento and reimbursed by
Caltrans. Terminating the public?s right to use the
connectors creates excess land that can be combined with other
excess parcels and sold.
* April 2005 2.3d. Vacation Resolution:
02-Teh-172 PM 5.6/6.3 Route 172 in the County of Tehama. This is
right of way in the County of Tehama, between Engineers Stations
299+00 and 341+00, consisting of highway right of way easement
no longer needed for State highway purposes.
* July 2005 2.3d. Vacation Resolution:
6-Kin-198-PM 3.03 Route 198 in the County of Kings. This is
right of way in the County of Kings, at Avenue 25, consisting of
highway right of way easement no longer needed for State highway
purposes.
* April 2005 2.5b.(1). State Highway Operation and Protection
Program (SHOPP) projects.
Route 138. San Bernardino Near Wrightwood at various locations
from Los Angeles County Line to Lone Pine Canyon Road. Construct
truck lanes and shoulders.

03N-Sac-275 0.1/0.7. Route 275: In Sacramento at the east
abutment of the Tower Bridge to 9th Street. Relinquish highway
to the City of Sacramento. This is likely related to the
relinquishment of Route 275 that keeps not happening.
07S-LA 72 6.8/6.9. Route 72: In Pico Rivera from Juarez Street
to San Gabriel River and from Paramount Boulevard to Van Norman
Road (PM 7.9/8.5). Relinquish highway to City of Pico
Rivera. This is a financial contribution only.
11S-SD-5 R10.0/R10.7. Route 5: In National City from 24th Street
to Harbor Drive. Construct auxiliary lane.
11S-SD-78 1.7/2.3. Route 78: In Oceanside El Camino Real
Overcross to east of El Camino Real Overcross. Construct
eastbound auxiliary lane.
12S-Ora-1 1.0/4.6. Route 1: In Dana Point from San Juan Creek

Route 99/Route 201 Separation to north of Floral Ave
Overcrossing. Convert a 4-lane to a 6-lane freeway from
Kingsburg to Selma.
06S-Ker-58 109.1/117.1 (175.5/188.4). Route 58: In Mojave from
4.1 kilometer west of West Junction Route 14 to west Junction
Route 14, and from east Junction Route 14 to 6.8 km east of east
Junction Route 14. Rehabilitate Route 58 for relinquishment.
07S-LA-138 61.7/63.7 (99.3/102.5). Route 138: Near Pearblossom
at the Twin Bridges over Big Wash. Widen from 2 to 4 lanes with
median turn lane. This relates to a number of recent department
purchases.
10N-Mer-99 10.2/12.8 (16.4/20.6). Route 99: In Merced from Owens
Creek Bridge to south of Childs Avenue. Convert 4-lane
expressway to 6-lane freeway and construct interchange at
Mission Avenue.
* July 2005 2.5c.(2). Locally-Administered State Transportation
Improvement Program (STIP) Projects:
05N-Mon-68 3.8/L4.3 (6.1/L6.9). On Route 68 west of Community
Hospital of Monterey Peninsula entrance to Route 1/Route 68
Junction. Widen from 2 lanes to 4 lanes and improve
intersection.
But wait, there's still more. I also reviewed the House and Senate
versions of SAFETEA-LU (the new transportation act), identifying
California projects. The office of Rep. Henry Waxman was of great help
in this. Good references were the text of the conference report
accompanying HR3, the Thomas search engine for Congress, the Earmark
Database from Taxpayers for Common Sense (which doesn't reflect the
conference results), and some other stuff I found in search
engines. The California Institute for Federal Policy Research also has
an excellent page on transportation reauthorization
information. Senator Boxer also has a page on the bill, including a
list of projects. I'm not going to list the specifics of all the
