403B vs IRA query--strange situation

I just got a letter from one of the major vendors (like Janus, Vanguard,
Rowe Price). I have a goodly chunk of my 403B funds are with them. (I am a
retired teacher).
The letter is vague but apparently due to some new IRS regulations, they are
getting out of the 403B business after 12/31.
First: does anyone have any idea what that's all about? I will be calling
the vendor, but maybe someone can lend some insight here.
One if my options is to do a direct rollover to a traditional IRA. I will
probably do that. BUT, do you know what the differences are between
traditional IRAs and 403B in terms of rules? (Otherwise, I can create a 403B
elsewhere and do a direct rollover, but I need to find out what the IRS
rules are that suddenly got this company out of the business --
I am 62 years old and don't intend to withdraw funds for about 5 years.
