My Mom and sister are currently living with me. My mother does not
work, she stays home to take care of my kids while my husband and I
work full time. My sister is disabled.

2. If I claim it as dependent expenses, does my Mom have to report it

4. With my sister being disabled, who could claim her as a dependent ?
my Mom or me ?
5. Or can I claim both my Mom and my sister as my dependents ?
Please advice or any other suggestion with this situation.

For better answers, I think you should also mention whether if you are
a US citizen or on a temporary visa? How about your Mom, disabled
sister and your Husband. Are they US Citizens
