There is no legislation because it would be expensive to implement and
only benefit a relatively small number of people.

I do sympathize with you and I understand the frustration. In all
fairness though, you were probably not pushing for this legislation
before it affected you, either. If this happened to enough "important"
people, you might then see the legislation brought up.

As for the lawyers, I assumed you had one. My mistake. If you are
having difficulty with your case (and it appears you are), you NEED a
lawyer. If they are still refusing or avoiding representing you then I
suspect there is more to this story.
