Thanks for the reply, Katie.
The person will be 59 (single, no dependents) in Oct and will have a
taxable income of $9600 annually. Am wondering if he has to file
Calif and State Income Tax.

Not a quick answer. It depends on filing status, age, and number of
dependents, etc.
Examples:
For federal, for 2006, married filing jointly, both under age 65, must
file if gross income exceeds $16,900. For 2007, the threshold is
17,500.
For California, for 2006, MFJ, both under age 65, zero dependents,
must file if either gross income exceeds $27,426 or adjusted gross
income exceeds $21,940. 2007 numbers not yet available.
There are special rules for individuals who are claimed as a dependent
by someone else.
