These can manage large amounts of complexity.
The continued use of tax software as well as that of a paid professional is
more one of convenience than born out of the complexity in the law. Take a
look at the number of people utilizing oil change shops (and that's all
those guys do these days). Born out of convenience than of the necessity to
comply with the complex laws dealing with oil refuse.
RAL's drive a portion of the use of paid professionals as well as the use of
computer software (which I assume most all have links to RAL providers).
It's impossible to prepare a return by hand and get a RAL (unless your dad
will loan to you).
In addition, most of the complexity is due to the public's demand for tax
breaks. Credits, deductions, differing tax rates, etc have all added to the
complexity. Everyone wants "simplicity" but they don't want to lose their
deductions, credits and other tax breaks.
Granted, some amount of the population has fallen victim to the complex tax
code. Pensions weren't known back in 1913 when the tax return was three
pages with one page of vague instructions.
