CSA 1099R

Working on my father's tax return using Turbo Tax. He was a Federal
employee and receives an distribution from an annuity which is reported on a
CSA 1099R.
For some reason this year the total amount of all his pensions and
retirement income is reported on line 16A of the 1040, but line 16B does not
include the amount from this CSA 1099R which is about $40,000. About $5,000
in taxes was reported withheld on this form
I checked the 2004 return and everything was reported on line 16B. I
answered the Turbo Tax questions the same way both years.
Any ideas why Turbo Tax isn't reporting this income on the 1040?
