newbie - tax question

I've made an attempt to do my taxes by myself for the first time. At
issue, my wifes brother lives with us. He attends college and is
currently a TA at a local university. I realize I can't claim him as a
dependent because he makes above - I believe - the 3K minimum. He
lives for free and clothing/food ( not so much so clothing anymore ) is
provided for him.
Is is safe to state that there's no way I could involve him as a
'dependent' to reclaim some expense?
