Not necessarily. Some are brand-new houses built right at the
end of the easy financing boom. Some are in half-finished
subdivisions, where the builder/developer ran out of money and
credit, especially if they couldn't sell the already completed
houses.
We have quite a number of these in my area, both just framed and
nearly finished. Builders ran out of money and they are now used by
kids to party in, and the homeless to squat in.
