The last paragraph from the above article reads:

Has nothing to do with "taxing." It has everything to do with
unscrupulous hunters claiming their prizes are "road kill" to avoid
license fees, and you are lucky they don't prosecute...
I considered that, but they mention "condition" as part of
the pricing structure.
Perhaps an alleged roadkill item in very good condition (fresh
and relatively intact) raises the risk that it was really taken
by one of those unscrupulous hunters. Whereas, one that is a
couple days old, and obviously squashed by a truck, is more
likely to be genuine roadkill.
Yes, but you'd think they'd be able to tell the difference to some degree,
especially on a fresher carcass.. I looked at the Wisconsin Dept. of Natural
Resources page and couldn't really find anything about it. I did learn one
thing, though. In Wisconsin, "Annually, approximately 45,000 deer are
salvaged with permits or removed from roadways by DNR contractors."

they have breakdowns by county for the last several years. I never would
have expected a number that high.
I'm trying to find out just what the warden meant by "roadkill" when he said
a permit was required to collect it. The web site created by these guys
isn't just for deer, bear, etc. It's for squirrels, skunks and so on. And it
wouldn't surprise me one little bit if the gov't of any particular state
decided they wanted to collect $10 from any one who wanted to pick up a dead
