Take a 4" diameter piece of PVC pipe as long as you need for items in
question and glue end cap to bottom and bury vertically in the ground
with top a few inches below surface. Take a second 3" piece and glue
base cap on. Place items in 3" piece and press end cap on hand tight.
Drop into larger piece in ground, hand press top end cap on 4" piece.
Push a little loose dirt over pipe, and place rock on top.

Actually this approach doesn't work very well.
I have seen water damage in a number of these setups.
Also it does not lend itself to frequent access.
