Lets say the target is the super bowl and at half time 320 122 mm

Chances of the United States to stop this is 0.

Why???

We can't ease drop on communications between people in this country and
foreign nations. We are forbidden to follow the financial transactions
between private citizens.

You forgot to mention " without a court order "; and the legalities are
being debated as we speak. And I am quite sure INMARSAT etc. are monitored
closely these days. The British have fewer constraints with regards to
comms monitoring.
When the Islamics have their own comsats things will become even more
interesting.

You also forgot to point out the apparent weaknesses in the USA's
perimeter security, weaknesses in our immigration policies;
IMHO in the wake of 9/11/2001 there should have been a declaration of
War, mass visa cancellations, internments and expulsions of Muslims;
an Islamic Exclusion Act (or Amendment if the act was stricken)
declaration of a 500 mile security zone covering the Atlantic and Pacific
coasts (sea and air) and a lockdown of both Canadian and Mexican borders
using draftees.

Oh by the way the weapons shop proprietor had a nifty 10 K watt Chinese
built, diesel driven infinitely tunable transmitter that would make a
dandy white noise generator to be fired up at the Ground zero and wipe
out the communications of the first responders. (now that would add
insult to injury.)

Unless this transmitter can be set up for wideband (800-2000 MHz) it would
be mostly an annoyance. You should know better :) .
And at that power level the transmitter would be easy to find and KO.
What could be more likely to happen is the Jihadis knock out emergency
services radio and cell sites as a part of the attack.
Antennas are hard to hide and the Jihadis could use what amount to large
radio-homed model airplanes packed with Semtex or Nichrome mesh to kill
the antennas.

Total cost of this terrorist strike. $50,000.

At current gold prices, ~85 oz. of gold.
So you think we can track every Double Eagle, Maple Leaf and Krugerrand
leaving the USA and Canada?
These guys aren't using what to them is the "Jewish banking system".
How much attention does the USA pay to what leaves the country via
ships?
