I don't know about Biological weapons but nuclear weapons when in
transit are generally carried by ground transport with a security
detail. Piss the government off when a nuclear weapon gets lost in 5000
feet of water of breaks up and spills the innards all over the place.

Doesn't the US Government have two Thermo Nuclear weapons on the lost list?

One off the coast of Spain and the other in South Carolina.

They almost permanently lost one off the coast of Spain.

The one off So. Carolina is still there.
