I'm not going to have a land line soon, so I'm wondering about
internet via cell-phone. How does that work? Say I get a 1500 minute
cellphone plan, do I keep my local ISP and dial that number for
internet like I do now? Do I need to get a specific kind of phone when
I sign up, say one that plugs into a USB port, or something?

You just have to get a phone that has web capability and include web access
in your plan. Most, if not all new phones these days, are web capable. You
just use the display on your phone as your web browser. Personally, I've
never used the web capabilities of my phone, but I doubt it's anywhere near
as fast as even a crappy dial up connection. Why not get cable or DSL?
Dial up is obsolete anyway.

Sign up for an Unlimited Data plan and get a data cable for your phone.
You will probably have to change phones to one that supports high speed
data. Almost all phones have data capabilities but some don't do high
speed, it not needed when browsing the net on the phones screen.
I find the screen too small to be a useful window to the Internet.

Great..... glad I'm not just dreaming about being able to do this.
I don't care too much about the speed, but if I have to use a
cellphone size screen I'll shitcan the idea.

The phone will plug into the USB port on the PC and look like a
modem. The Cell provider will connect you to the Internet but ISP
services like E-Mail & Newsgroup servers are not part of the cellular data
plan so you will need to get those services elsewhere.

Expect to see 50 - 60% of the advertised data speed. Your speed will vary
depending on Network traffic.

From experience I have seen 150-190 Kbps on Cingular and T-Mobile.
I have not used Verizon or Sprint so I cant comment on their service.

I can get a web-based email address, but to give up Usenet....?
