I like the old expression "when the only tool in your kit is a hammer,
every problem starts to look like a nail". I've found that many
survies are one trick ponies. They have one answer -- whether that
answer is bugging out, hunker down, or overlapping fields of assault
weapon fire.
As to resources unavailable, a couple examples come to mind. First, is
the "event while you are at work".
And, I'm going to be out of town for a couple days next week. Lets
hope nothing goes wrong. But, I'll be out with my SUV, and be a
thousand miles or so from home. What happens when the society breaks
down, and I'm away from home? Well, I'll be in all kinds of trouble. I
sure as heck can't make it a thousand miles cross country in four
wheel drive on a tank of gas. So, that will call for some creative
thinking.
The third which came to mind was the evacuations from New Orleans.
Pack everyone on busses, and load em all into the (pitch black) super
dome. Sounds totally miserable to me. Something to avoid, even if it
means hiding under the bed.

Yes to all three...whether they will be available when the need arises
is quite another subject.
If history teaches us anything, one can assume that some or all of
your
resources will be unavailable when you really need them.
Can you do anything with nothing to work with? You may have to.
