I expect that every country has a "Kiss Your Ass Good Bye" Warning officer.

The problem is that is all anyone can do these days.

They still have Patriot missile batteries. They're pretty good on taking our defense technology, and making it better. I would give them a fighting chance to intercept a number of incoming weapons.

At least with early warning, they could shelter. An altitude burst would be survivable, if you're in a decent shelter.

Suite yourself. Read "Nuclear War Survival Skills" about building a shelter. Many decent shelters in Hiroshima and Nagasaki, even in the blast area, provided good protection.
