Most ISPs charge a monthly fee.
What the OP is talking about is a PPV per web page. When that happens,
the net can go the way of the 8 track tape, into the trash.
Besides, there are way more computers out there than in the old BBS
days. If the net goes the way of PPV, then I predict lots of free
BBS's popping up everywhere.
I also see a bootleg internet popping up where Gov will have no
control whatsoever.
