Just changing the law won't help. Violent-type
criminals are remarkably stupid, arrogant, and ignorant
of the risks and regulations applicable to their chosen
occupation.
You will need some high-profile incidents, which appear
in the media, to get the attention of the morons.
Some cases of carjacking, mugging, etc, which result in
a dead perp, and the (prospective) victim publicly held
up as having done the right thing by blowing away the
scumbag.
It has to be real and tangible to get the message
across.
