Won't work unless the quarantine is 100% the day BEFORE the diseasde
gets loose. With airplanes, the entire worls will be infected before
the govt gets the info and takes action.

If they were serious they would stockpile food in the cities. The
stores will be bare in 3 days and the inhabitants will panic in less
than a week. Even if you could persuade the army to enforce a
quarantine, who will quarantine the army? Any flu will spread thru the
army faster than the general population.
