A foam filter
could have deteriorated over time and when you crank it over, bits of foam will
get sucked into the carb and engine. Check the filter and replace it if
necessary.
Can you ballpark the timeframe on that?
2 years? 5 years?
I drain the gas from my EU2000, but never thought about the air
filter. Sure would be a kick in the head to have the thing
sucking bits of air filter into the carb when I finally really
need it.

the foam filter is usually a pre cleaner to the paper
filter. the paper filter will prohibit the dried out
deteriorated foam from being sucked into the carb.
super old systems did use only foam. the newer ones
went to paper so they could sell more air filters.
foam could be wasted out re-oiled and used for a
long long time.
